Cline is the clearest branch when team rollout keeps circling back to security review, provider flexibility, local processing, and visible governance over what the assistant can access. Cline's enterprise positioning is explicit: it emphasizes local processing, bring-your-own inference, enterprise-wide configuration for model access and MCP controls, and deployment options such as VPC, on-prem, and air-gapped environments.

Windsurf matters when the organization wants to standardize a more agent-forward coding workflow, but still needs recognizable team packaging around billing, analytics, and access controls. Windsurf's enterprise page currently positions Teams at $40 per user per month with centralized billing and an admin dashboard, while the enterprise layer adds RBAC, SSO and access-control features, and hybrid deployment options.
